Emissions

Emissions inspections are required for vehicles registered in the metro Phoenix area (Area A) and the metro Tucson area (Area B) and must be inspected for emissions no more than 90 days prior to registration. Registration renewal applications issued by the MVD will include the statement "Emission Test Required" when the vehicle is required to be tested.

Diesel Vehicles:
Diesel vehicles are required to be tested annually.

Exemptions:
1. Vehicles registered outside of Phoenix and Tucson Metro Area zip codes.
2. Gasoline-powered and alternative fuel vehicles 5 model years old and newer (this does NOT include reconstructed vehicles).
2. Pre-1967 model year vehicles
3. Vehicles registered as "collectible" with collectible vehicle insurance

Arizona Revised Statues

§ 28-955. Mufflers; noise and air pollution prevention; emissions control devices; civil penalty; exception 

(a)  A motor vehicle shall be equipped at all times with a muffler that is in good working order and that is in constant operation to prevent excessive or unusual noise.

(b)  A person shall not use a muffler cutout, bypass or similar device on a motor vehicle on a highway.

(c)  The engine and power mechanism of a motor vehicle shall be equipped and adjusted to prevent the escape of excessive fumes or smoke.

(d)  Beginning with motor vehicles and motor vehicle engines of the 1968 model year, motor vehicles and motor vehicle engines shall be equipped with emissions control devices that meet the standards established by the director of environmental quality.

(e)  A person who violates this section is subject to a civil penalty of at least one hundred dollars.

(f)  This section does not apply to an electrically powered motor vehicle. 

License Plate

Classic Car

Available for vehicles included on the list of classic cars filed with the Motor Vehicle Division by the Classic Car Club of America. The list is updated every five years. May require a vehicle inspection.

Historic Vehicle

Available for vehicles that indicate a model date of original manufacture that is at least 25 years old. May require a vehicle inspection. 

Horseless Carriage

Available for vehicles manufactured in 1915 or earlier. May require a vehicle inspection. 

Street Rod

Available for vehicles with a body design that retains at least the basic original style of a vehicle manufactured in 1948 or earlier, and which have been modified for safe road use. May require a vehicle inspection.
 

YOM

Vehicles that are eligible for either Classic Car or Historic Vehicle plates may display YOM plates upon authorization from the DMV.
