Massachusetts Considers Pro-Hobby Amendments to 2020 State Budget Bill

  • Amendment 907 would exempt from the state’s annual safety inspection program antique vehicles that are 50 years and older, registered with antique or year of manufacture license plates, and whose owner is a member of a recognized antique car club.
  • Amendment 907 endorses the fact that antique vehicles constitute a small portion of the vehicle fleet and are overwhelmingly well-maintained and infrequently operated.
  • Amendment 916 would allow for the restoration of year of manufacture plates to their original colors and design. 
  • Amendment 916 recognizes that year of manufacture plates are an important part of the aesthetic and collector value of antique vehicles.

Overview: Massachusetts is considering two proposed amendments (907 and 916) to the state’s annual budget (H.3800) that would benefit the auto hobby. Amendment 916 would allow for the restoration of year of manufacture plates. Amendment 907 would exempt certain antique vehicles from the state’s annual inspection requirement. Amendments to H.3800 are currently being considered on the House floor.
